The Brief Introduction and Area Planning of National Aviation Industrial Base
The Xi’an Yanliang  National Aviation Hi-Tech Industrial Base (thereinafter referred to as National Aviation Industrial Base or Base) was approved by Chinese government (National Development and Reform Commission). National Aviation Industrial Base is divided into core district and expanding area. The planning area of core district is 40 square kilometers, with a completed area is 11.28 square kilometers, and the newly planned area is 28.72 square meters. The expanding area includes Guanzhong and Shaanxi Hanzhong area, including the aviation enterprises of Shaanxi surroundings and even the whole country.
The construction of newly planned area of National Aviation Industrial Base commenced in March of 2005. The overall plan and controlled plan of 5 square kilometers’ start up area has been finished according to international standard, it is divided into different functional area namely manufacturing, R&D, aviation exhibition, education and training and business etc.
Support from Government
The state vice chairman Zeng Qinghong visited National Aviation Industrial Base on November 6th, 2005 and imparted high affirmation, and he wished that the domestic aviation enterprise can make full use of this industrial platform to quicken technical innovation and improve development level. The leaders of all government levels including Mr. Xu Guanhua, minister of Ministry of Science and Technology, Mr. Wang Jinxiang, vice chairman of National Development and Reform Commission, Mr. Jin Zhuanglong, vice chairman of Commission of Science and Technology and Industry for National defense, and Mr. Chen Yuan, the president of State Development Bank all paid visits to National Aviation Industrial Base.
A leading panel of National Aviation Industrial Base was established, headed by Governor of Shaanxi in February of 2005. Shaanxi province lists the National Aviation Industrial Base as the key program and construction project of the 11th Five-Year Plan, and Xi’an positions the National Aviation Industrial Base as aviation satellite city, and lists it as the key development item during the 11th Five-Year Plan period. Shaanxi province and Xi’an municipality will directly invest 300 million Yuan during the 11th Five-Year Plan period. At the same time, the provincial and municipal financial departments guaranteed a loan of 500 million Yuan from the National Development Bank to support the c onstruction of National Aviation Industrial Base.
The relevant national ministries and commissions and departments of province and municipality promise to issue favorable policy for the key industrial items and special industrial policy and financing policy.
Competent and high efficient administrative agency
The Administrative Committee of National Aviation Industrial Base is directly under Xi’an municipal government, responsible for planning, construction, development and management. According to the authorization from the relevant municipal departments, the Administrative Committee can execute economy management jurisdiction and corresponding administrative function, and can provide services for investors and enterprises like project approval, land requisition, planning and construction, issuance of real estate certificate, business promotion, market information transferring, product marketing, recruiting, training, staff archive management, property management and social insurance. The National Aviation Industrial Base set up a team in accordance with a culture principal of innovative, practical, Integrity and professional, and will provide customized services for the enterprise into the Base.

Industrial Development Plan
National Aviation Industrial Base will focus on the development of civil aviation, whole aircraft manufacturing, parts and component fabrication, new aviation materials, maintenance, repair and overhaul, airborne equipment, education and training etc., to set up a rational industrial structure consisting of backbone industry, branch industry and supporting industry.
Backbone industry
Focus on the development of civil aircraft. Facilitate the design and production of ARJ21, betterment and retrofit of MA60, and the development of Little Eagle aircraft; introduce the production line of foreign advanced aircraft models according to market demand.
Branch industry
Focus on fabrication of components, development of new aviation material and avionic system. In fabrication of component aspects, facilitate undercarriage R&D center project, 400MN forging machine and aero-engine project.
In development of new aviation material aspects, facilitate the R&D and industrialization of ceramic matrix composite material, metal matrix composite material, carbon fiber composite material, aviation concealed material and titanium alloy material etc.
In development of avionic system aspect, to incorporate the research and manufacturing facilities of existing aviation electrical manufacturing enterprise, to improve the competitive forces of the aviation electrical products at international market.
Supporting industry
Focus on subcontracting, parts and components processing, maintenance, repair and overhaul and training.
In subcontracting field, strengthen the international cooperation with the well-known aviation enterprise of Boeing, Airbus and Rolls-Royce, increasing subcontracting volume both in depth and extent.
In parts and components processing field, gradually improve self-making capability of key parts through further subcontracting and international cooperation.
In maintenance, repair and overhaul field, incorporate existing aviation maintenance forces, strengthen maintenance capability on airborne equipment and ground equipments.
In aviation education and training field, rely on the existing aviation training resource; accelerate the establishment of pilot training college, international aviation school and aviation club etc., and improve aviation training system within National Aviation Industrial Base and form strong supporting aviation service ability.
Weinan Pucheng General Aviation Industrial Park
In order to bring general aircraft manufacturing and related industries into dimensions and occupy the high starting point of China’s general aviation industry, National Aviation Industrial Base currently cooperates with Weinan municipality, has started the construction of Pucheng general aviation industrial park, mainly provides conditions for execution of projects like general aircraft assembly, pilot training, general aviation performance and flight amusement.
Currently, an initial scheme has been made and all preparation works are undertaking. The entire general aviation industrial park will be constructed in three phases while planned in one time. Planned area is 20 square kilometers. Phase one mainly develop airport, total area is 6.5 square kilometers with 4 runways. Aviation school, aviation club etc will be placed along the runway; class II industry of aircraft manufacturing, parts fabrication and maintenance, warehouse area and municipal supporting facilities will be placed to the west of the runway. Phase two will focus on the industrial development, over water flying, exhibition, commercial and administrative area includes airport runway, factory buildings, large water surface, aviation club, theme park, commercial street, hotel, administrative center and some residential community. Phase three will focus on education, R&D, recreation and residential construction, includes schools, parks, Gym, hospitals, residential area, villa and corresponding municipal supporting facilities.
